OpenAI will make ChatGPT Ads available in 31 European countries next week, creating a new reach point for brands inside conversations where users are actively researching and deciding what to buy. For marketers, the change is not just geographic scale — it amplifies access to a conversational intent signal that looks different from keywords or passive social impressions.

Rollout and access

The expansion launches next week, but advertisers won’t get immediate self-service access. Campaigns will initially run through OpenAI’s Ads Solutions team, agency partners and technology partners; OpenAI expects Ads Manager self-service later this summer.

OpenAI says ads will appear only for ChatGPT Free and Go users. Pro and Enterprise accounts will remain ad-free. The company also states that ads are clearly labeled and kept separate from the assistant’s answers, that advertisers do not receive users’ conversation content, and that advertising does not influence the responses ChatGPT generates.

Platform maturity and measurement

Since testing in the U.S., OpenAI has added features advertisers expect from performance platforms. The product now supports conversion optimization in addition to CPM and CPC bidding, geo-targeting and custom audiences, an OpenAI Pixel and Conversions API to track outcomes beyond clicks, and third-party measurement integrations.

Those capabilities reduce common blockers to testing conversational ads: better conversion bidding, server-side tracking and measurement partners. But the platform still needs live-market evidence that conversational intent can convert at reliable rates at scale without damaging the user experience that makes those interactions valuable.

Why this matters for marketers

ChatGPT users often describe goals, constraints and preferences in natural language while they research. Ads placed inside those conversations reach people in the middle of evaluation, which can provide a richer signal than a standalone keyword search or a passive social impression.

The practical challenge for advertisers is turning that richer signal into predictable, measurable performance across audience segments and markets. Measurement, privacy and the ad experience itself will determine whether ChatGPT Ads become a mainstream performance channel or remain a niche testbed.

What marketers should do next

  • Engage partners now. With self-service delayed, prioritize conversations with agency and technology partners or OpenAI’s Ads Solutions team to run early campaigns in Europe.
  • Design for conversation. Build creative and offers that respond to users’ stated goals and constraints rather than treating inputs like keyword triggers. Templates that surface quick comparisons, eligibility checks or narrow recommendations will map better to conversational intent.
  • Validate measurement end-to-end. Implement the OpenAI Pixel and Conversions API where available, map server-side events to your conversion taxonomy, and test third-party measurement integrations before scaling spend.
  • Track placement and cohort performance. Because ads serve only on Free and Go tiers, monitor where impressions land and compare engagement and conversion rates by tier, country and audience segment.
  • Follow privacy and regulatory signals. Conversational interfaces raise region-specific compliance questions. Watch for guidance and enforcement in European markets while designing data flows and attribution models.

OpenAI’s European rollout is a clear move from an experimental U.S. product toward a broader advertising platform. The immediate opportunity is access to users in active research mode; the near-term test for marketers is whether that access converts predictably and measurably. Expect early campaigns run with partners to surface the use cases and measurement approaches that will determine whether ChatGPT Ads scale without eroding the conversational trust users rely on.
